Residential Placement Advisory Committee

 

Overview 

​The Residential Placement Advisory Committee (RPAC) is a service required by law under the Child and Family Services Act. It ensures that children up to 18 years old living in out-of-home care, such as group homes or foster care, are being well supported.

RPAC reviews happen for each child or youth who moves into a live-in program licensed for 10 or more people when the stay is longer than 3 months. Any child or youth in foster care or a group home, regardless of size, can request a review—it’s their right!

 

The review includes input from the child, the parent/guardian, and key service providers, and RPAC will make recommendations based on this information.​​​​

What Parents/Guardians need to know about the role of RPAC

What is RPAC?

​RPAC stands for "Residential Placement Advisory Committee." Its role is to assess whether your child’s placement is appropriate.

At CSCN, we coordinate and conduct these reviews for children from London/Middlesex, Elgin, Oxford, Huron, Perth, Grey, Bruce, Windsor-Essex, Sarnia-Lambton, and Chatham-Kent, no matter where in the province your child is placed.

CSCN operates RPAC under the Child, Youth and Family Services Act. Our experienced team members conduct reviews without bias to ensure your child’s placement is appropriate.

​​When do reviews happen?

  • Shortly after your child moves into a home supporting 10 children and youth RPAC will conduct a review.

  • Additional reviews are conducted every 9 months until your child moves or turns 18.

OR you or your child can directly contact RPAC when….

  • You or your child are concerned about the appropriateness of their foster or group home placement, no matter the size of the home. It’s your right to ask for a review.

What Happens During a Review?

  • We will speak to guardians and workers about how the placement is going.

  • We’ll talk directly to your child about their experience living in the home.

  • We’ll ask questions about your child’s goals and review their Plan of Care.

  • We’ll address any concerns that may arise during the review.

After the review, you’ll receive a letter summarizing the review and the recommendations made by RPAC.
